Imperial Decrees are legislative acts issued exclusively by the Emperor and Autocrat, a Decree can override an Imperial Act, but not in reverse. Imperial Decrees do not require approval from the Imperial Senate or Imperial Government and are issued on the whim of the Emperor and Autocrat.
