Provinces of Lehmark

As per Imperial Decree 00009 - On Provincial Administration, Provinces are fully integrated administrative divisions of the Empire of Lehmark that have undertaken the Annexation Process and are overseen and managed by the Imperial Government and its various Departments and Agencies. Provinces have no devolved powers or autonomous governance and are considered to be fully centralized under the Imperial Government.

Provincial Development

The Imperial Government is responsible for the Development and Administration of Provinces, this includes but isn't limited to:

Infrastructure development/improvement
Provincial social and government services
Provincial specific laws and policies
Digital technologies and services
Manufacturing projects
Commercial enterprises
Financial enterprises
Forestation projects
Emergency services

As Provinces are generally residences of Lehmarkian Citizens, it limits the physical development that the Imperial Government can undertake, therefore, the Imperial Government primarily focuses on developing digital services, businesses and community events.

Captains

Captains are Members of the Imperial Legion and are specifically appointed to serve in the capacity of a Provincial Governor, and are charged with overseeing general provincial administration such as the enforcement of law, provincial finances and settling provincial disputes. This is ensured by:

Provincial Administration and enforcement of law is achieved by overseeing a provincial based Platoon of the Imperial Legion, who task is to prevent crime, ensure Citizen safety and adherence to Imperial Law
Captains are granted budgetary powers and are charged with ensuring Civil Services are adhering to their budgets. Captains have no power to raise taxes/levies.
Captains are to settle Provincial Disputes through administering Imperial Civil and Criminal Law on a local level.
- Crimes higher than a summary offence are to be referred to the Supreme Court.
- Civil cases higher than 20,000LDT are referred to the Supreme Court.
- Appeals can also be made to the Supreme Court.
Captains are to provide quarterly reports to the Imperial Government through the Minister of Defence which outline the current status of the Province.
The Imperial Government can issue Directives to Captains to carry out of any nature as required and Governors must complete these within the time frame provided.
Captains cannot legislate or amend Imperial Law, this remains the power of the Imperial Government.
Jurisdictions of Captains are limited to their Provinces and cannot lead forces on the frontline or in times of war

Submit an Annexation Request

Annexation Request Form (ARF-001)

Annexation implies the transfer of Sovereignty over a specified Property. Through a Treaty of Annexation, the Empire of Lehmark makes a claim of Sovereignty over the Property and incorporates it as a new Province.

Annexation does not change the ownership of any property, land, dwelling or the like. Lehmark does not take possession or ownership over annexed properties. The Empire respects the original ownership and the Applicants right to occupy.

Please Note: Those who intend to submit an Annexation Request Form MUST own or rent the residential Property being submitted.

The Capital Province

The Capital Province, the Empire of Lehmark's founding territory, is situated in Adelaide, South Australia. The Imperial Palace, a symbol of Imperial authority and tradition, serves as the residence of the Emperor and Autocrat, along with the Imperial Family.

As the administrative heart of the Empire, the Capital Province houses the Imperial Government and Bureaucracy, which manage the majority of the Empire's functions.

Beyond its role as an administrative centre, the Province boasts the Imperial Gardens—an ambitious succulent garden initiative led by the Emperor and Autocrat.

Additionally, the Capital Province is notable for its high concentration of Peerage Estates, with nearly 10 Peers establishing their Estates within its borders.

Province of Twilight

The Province of Twilight was officially incorporated into the Empire of Lehmark on 11 July 2024, through a treaty between its resident Citizen and the Imperial Government. Located in Staffordshire, United Kingdom, it serves as the residence of the Princess of Twilight and her Princely Family. The Province encompasses both the Estate Land Grant and Imperial Lands.

On 4 April 2025, the Duchy of Twilight and the Forest were merged and elevated to the status of a Principality, honouring the Princess’s steadfast dedication to the Empire.

The Province of Twilight is also renowned for its enduring commitment to supporting the Empire and the Imperial Government, with numerous family members having played significant roles in service.

The Province of Wildwood was incorporated into the Empire of Lehmark on 20 July 2024, following a treaty between the Citizen of the Residence and the Imperial Government. Located in Michigan State, United States, it is home to the Duke of Wildwood and his Ducal Family. The Province encompasses the Duchy Land Grant and Imperial Lands.
