As per Imperial Decree 00002 - The Nobility of Lehmark, a Peer of Lehmark is a Lehmarkian who has been granted a Title of Nobility by the Emperor and Autocrat and are usually granted an Estate attached to the Title of Nobility. Titles can also be 'of the Empire', which means they have no Estate.
The following Ranks of Peerage will be formally recognized and be eligible for the granting to Citizens of Lehmark for their dedication and support of the Empire. This excludes the Rank of Emperor/Empress and Autocrat as that is reserved exclusively for the Head of State.

A Grant of Land attached to a Title of Nobility is formally known as an Estate. The Estate belongs exclusively to the holder of the Title, and are still formally part of the Empire of Lehmark and thus must comply with Imperial Law.
The holder of an Estate has the Right of Development, entitling them to:
Establish a Family Manor
Establish up to 3 physical businesses
Establish a farm, vineyard or grove
Establish other buildings and amenities to support the Estate
Estate sizes will scale in accordance with the relevant Rank of Peerage.
The Emperor and Autocrat may choose to grant a Barony level Title to a Citizen or non-Citizen and Title it as ‘Baron/Baroness of the Empire’, meaning there is no Estate attached to the Title and the Title is not of a specific area or region.
These Titles are inheritable by the first born child regardless of gender, and will go extinct should no heir be available.
Peers have no judicial or legislative powers, or to extract taxes or other finances
Peers have the Right to be recognized by their Title and place in Lehmarkian Society

Created by Imperial Decree 00008 - On Imperial Court of Lehmark, the Imperial Court serves a dual function of being an extension of the Imperial House of Lehman and a forum for the Nobles of the Realm.
The Imperial Court of Lehmark primarily acts as the administrative arm of the Imperial House of Lehman, supporting the activities of the Imperial Crown. It achieves this by establishing and promoting roles necessary for managing the private affairs of the Emperor and Autocrat, as well as ensuring the smooth administration of the Imperial Finances, Imperial Palace, and associated household responsibilities.
The Nobles of Lehmark are appointed to Imperial Court Positions, to assist the Emperor and Autocrat in managing the activities of the Imperial Crown. This arrangement ensures that the Nobles of the Realm have direct access to the Emperor and Autocrat, allowing them to voice their concerns and provide input directly to the Crown.
