Provinces are fully integrated administrative divisions of the Empire of Lehmark that have undertaken the Annexation Process and are overseen and managed by the Imperial Government and its various Departments and Agencies. Provinces have no devolved powers or autonomous governance and are considered to be fully centralized under the Imperial Government.
Provinces are managed by Imperial Decree 00009 - On Provincial Administration.
Lehmarkians can submit a Provincial Annexation Request via MyLehmark.
The Imperial Government is responsible for the Development and Administration of Provinces, this includes but isn't limited to:
Infrastructure development/improvement
Provincial social and government services
Provincial specific laws and policies
Digital technologies and services
Manufacturing projects
Commercial enterprises
Financial enterprises
Forestation projects
Emergency services
As Provinces are generally residences of Lehmarkian Citizens, it limits the physical development that the Imperial Government can undertake, therefore, the Imperial Government primarily focuses on developing digital services, businesses and community events.
The Empire of Lehmark administers its territory through a unified system of Provincial Governance. Each Province is overseen by an appointed Provincial Governor, responsible for maintaining order, justice, and administrative stability on behalf of His Imperial Majesty.
The Empire recognises two distinct offices that may serve as Provincial Governor:
Captain (Military Provincial Governor)
A Captain is a Provincial Governor appointed from the ranks of the Imperial Legion. Captains are serving Legionnaires selected for their discipline, loyalty, and record of service.
Captains hold full provincial authority, including:
Oversight of local law enforcement through the provincial Platoon of the Imperial Legion
Judicial authority in matters of Civil and Criminal Law
Management of provincial budgets and Civil Services
Execution of Imperial Directives issued by the Imperial Government
Captains enjoy the same authority and remuneration as civilian Governors.
Governor (Civilian Provincial Governor)
A Governor is a civilian Provincial Governor appointed from the Citizen bureaucracy. Governors must hold the Degree in Imperial Studies from the Imperial University, ensuring a strong foundation in Imperial Law, administration, and civic duty.
Governors exercise the same powers as Captains, including:
Administration of provincial governance and Civil Services
Judicial authority in Civil and Criminal matters
Oversight of provincial law enforcement
Execution of Imperial Directives
Governors are equal in rank, dignity, and authority to Captains, differing only in their civilian background.
Oversight by the Ministry of Law
All Provincial Governors—whether Captains or Governors—report quarterly to the Ministry of Law, which is responsible for:
Overseeing provincial administration across the Empire
Ensuring compliance with Imperial Law and administrative standards
Archiving judicial rulings and provincial reports
Issuing clarifications or corrective instructions where required
The Ministry of Law serves as the central authority ensuring uniform governance and legal integrity throughout all Provinces.
Unified Provincial Authority
Regardless of whether a Province is led by a Captain or a Governor, all Provincial Governors:
Hold equal authority
Operate under the same legal and administrative framework
Serve directly under the authority of His Imperial Majesty
Are bound by the same duties, limitations, and expectations

The Capital Province, the Empire of Lehmark's founding territory, is situated in Adelaide, South Australia. The Imperial Palace, a symbol of Imperial authority and tradition, serves as the residence of the Emperor and Autocrat, along with the Imperial Family.
As the administrative heart of the Empire, the Capital Province houses the Imperial Government and Bureaucracy, which manage the majority of the Empire's functions.
Beyond its role as an administrative centre, the Province boasts the Imperial Gardens—an ambitious succulent garden initiative led by the Emperor and Autocrat.
Additionally, the Capital Province is notable for its high concentration of Peerage Estates, with nearly 10 Peers establishing their Estates within its borders.
