Election Services

Elections in Lehmark were established by Imperial Decree XXXIII - On Statehood and Representation and in Imperial Decree LIX - On Imperial Senate of Lehmark. Together these Decrees create the Imperial Senate and coordinate the twice yearly elections, to elect State Members of the Imperial Senate. The Imperial Senate is an elected body to advise the Emperor and Autocrat, and provide the Citizens of the Empire a direct voice in the Imperial Government without the need to be a Minister or Agency Leader.

The Imperial Senate

Yearly Elections are held on 1 January and 1 June for State Members of Senate (State Representatives), to provide the States of Lehmark and by extension, every Citizen a stronger voice in national policy and direction. The Senate forms the highest administrative body of Lehmark and is comprised of the important people of State. The Senate provides advice to the Emperor and Autocrat in regards to all areas of policy, legislation and development, which is taken into consideration when introducing new policy and directives .

Senate Membership is made up of the following people:

  • Emperor and Autocrat of Lehmark.

  • Chief Justice of the Supreme Court.

  • Ministers of the Imperial Government.

  • Agency Leaders of the Imperial Government.

  • State Members of Senate.

Senator Candidacy Registration

Each State of Lehmark is Granted by Decree the Privilege to Elect a State Member of Senate to the Imperial Senate of Lehmark, to Represent the interests and concerns of that State.

  • All Citizens of Lehmark above the Age of 18 are permitted to be Candidates in National Elections.

The Purpose of State Representatives:

  • To guarantee compliance with the Imperial Government in areas of State Administration: Such as enforcement of Imperial Decrees and Regulations.

  • To represent their constituency to the Imperial Senate, and strive to benefit the State and Citizens being represented.

  • To communicate directly and regularly with the Citizens of their constituency: And to act in good faith when acting on behalf of a Citizen and constituency.

Citizens can undertake the Annexation Process and gain Statehood for their Property and gain Nobility for themselves.

Name: Peter Gumley, Count of Armstrong, Lord Baron of Raasay, GIOL.

State of Candidacy: State of Armstrong

Election Platform: My request for Citizenship of the Empire of Lehmark was accepted and granted by Emperor William 1st on 21st August 2019. Shortly there after I gave permission for my residence to be annexed to the Empire of Lehmark and I suggested that it be titled the “State of Armstrong”.

My choice of state title is based on my family history. My ancestors, John McKinnon and his family, left the Scottish island of Raasay arriving at Victoria on the 3rd September, 1852. John was hired as a shepherd by Mr John Armstrong, the owner of “Bush Station” a pastoral property located on the Barwon River estuary, 8 kilometres south east of Geelong. Today (2020), I reside in the new residential estate named Armstrong Creek which is located only 3 kilometres from the original “Bush Station” where my ancestors began a new life. During 2020 I obtained a heritage title in Scotland which I named the “Barony of Raasay”, thus honouring the origins of my ancestry.

Emperor William 1st kindly recognised these titles and decreed my ennoblement as Count of Armstrong, Lord, Barony of Raasay.

Since becoming a Citizen of Lehmark I have learned much about the philosophy and activities of micronationalism. I my completed studies in Human Rights of Lehmark and Imperial Law of Lehmark at the Imperial University of Lehmark and subsequently established the legal practice known as Lehmark Law & Associates.

During 2019 Emperor William 1st invited me to accept a Lehmark Government Ministerial position and I nominated the Department of Environmental Protection. My principal activity here is the writing and publication of Bulletins on matters pertaining to protection of the natural environment of both the Empire of Lehmark and the World at large. Later I also accepted the Ministerial responsibilities of the Department of Foreign Affairs. In my role as Minister of Foreign Affairs I have communicated with many other micronations and have successfully presented Treaties of Mutual recognition for the Emperors’ signature. The Emperor rewarded my Ministerial activities by declaring me Knight of the Grand Order of Lehmark, a title I value and respect.

I have a strong belief in the philosophy and future of micronationalism. Having witnessed the extraordinary growth and continued sophistication of the Empire of Lehmark during the past 2 years, I am confident that the Empire will continue to develop both in stature within it’s Citizenry and in the eyes of the international micronational movement.

I present myself as a candidate for election as Senator representing the State of Armstrong within the Empire of Lehmark and I dedicate myself to continuing my contributions towards this goal.

Election Regulations and Imperial Decree

Imperial Decree LIV - On Imperial Senate of Lehmark

The Purpose of the Imperial Senate of Lehmark: Will form the highest administrative body of Lehmark and will be comprised of the important people of State. The Senate will provide advice to the Emperor and Autocrat in regards to all areas of policy, legislation and development.

Senate Membership will be made up of the following:

  • Emperor and Autocrat of Lehmark.

  • Chief Justice of the Supreme Court.

  • Ministers of the Imperial Government.

  • Agency Leaders of the Imperial Government.

  • State Members of Senate.

Senate Regulations:

  • The Emperor and Autocrat may appoint someone to the Senate, when acting upon the advice of the Senate majority; or if they have expert experience.

  • A Senator’s term will be defined by the Emperor and Autocrat or necessary legislation.

  • The Constitution of Lehmark forbids the creation of any legislative assemblies, therefore the Imperial Senate of Lehmark will not be granted legislative capacity and will serve as an advisory body to the Head of State; and in this capacity forms the policy making body of the Empire. Exercise of legislative and executive power is done so by the Emperor and Autocrat as per the Constitution. The Emperor and Autocrat may choose to hold a Senatorial Vote on legislation and Imperial Decree; however, this vote is not legally binding on the Emperor and Autocrat.

  • The Senate may employ nation wide Referendum’s when deciding on major legislation, or at the Emperor and Autocrat discretion. These Referendums would not be legally binding and would be used to gather the will of the people.

  • The Imperial Senate, by this Decree, must be consulted when introducing new Memorandum on National Development Plans. General wording changes and minor updates are not required for Consultation. The Imperial Senate has a duty to review the document and provide the Emperor and Autocrat advice and suggest improvements, the latter not being bound by the advice of the former.

  • All Senators of Lehmark are permitted to present potential legislation to the Imperial Senate for deliberation and discussion. The Imperial Senate may then advise the Emperor and Autocrat on its introduction.

Imperial Decree XXXIII - On Statehood and Representation

Statehood, Definition and Attainment

Definition: A State is an administrative division that had undertaken an annexation process, these are non-Federal State and are fully incorporated into the administration of Lehmark. And has been recognized by Lehmark via relevant Imperial Decree. No distinction will be made for States who have Landed Nobility or not.

Current States of Lehmark:

  • Lehmark Capital State

  • State of Kokoda

  • State of Armstrong

    • Lord Barony of Raasay

  • State of Saint George

State Organization under the previous version of this Decree do not need Titles of Nobility or Associated Decrees to be updated. This Decree simply changes the names and categorization of Lehmark’s States not the titles bestowed upon Citizens or past legislation.

State Representation

Each State of Lehmark is Granted by Decree the Privilege to Elect a State Member of Senate to the Imperial Senate of Lehmark, to Represent the interests and concerns of that State.

The Purpose of State Representatives:

  • To guarantee compliance with the Imperial Government in areas of State Administration: Such as enforcement of Imperial Decrees and Regulations.

  • To represent their constituency to the Imperial Senate, and strive to benefit the State and Citizens being represented.

  • To communicate directly and regularly with the Citizens of their constituency: And to act in good faith when acting on behalf of a Citizen or the constituency.

Elections for State Representative:

  • State Representative elections are held on 1 January and 1 June annually. State Representative’s have a mandate of 6 months, and can be elected multiple times.

  • Elections are to be held in a digital format, be simple and easily accessible.

  • It is the responsibility of the Imperial Government to ensure that fair and easily accessible elections are held on the aforementioned election dates. The Imperial Government will coordinate Candidacies, Voting, Results and anything else related to Imperial Elections. Election disputes can be presented to the Supreme Court.

  • Every Citizen above the age of 18 is eligible to vote, with automatic voter registration, voting is optional.

  • Elections will be carried out on a majority takes all approach. Whereby a Candidate needs 51% of the State votes to become a clear victor. In the event of an election failing to yield a clear victor will have their State Member of Senate chosen by the Emperor and Autocrat.

Additional Regulations:

  • There is to be only one (1) Senator per State:

    • The Lehmark Capital State will have no elected Senator and will be represented by the Emperor and Autocrat.

  • Ministers and Agency Leaders of Lehmark are permitted to serve as State Member of Senate.

  • All State Senators are required by this Imperial Decree:

    • To attend all meetings of the Imperial Senate; unless reasonable reasons can be provided.

    • The Imperial Senate is on the Lehmark National Discord Sever. Thus all State Senators must be part of the Lehmark National Discord Server.

  • State’s who have become inactive(*), will undertake a negotiation where by the State re-engages or it will be released from the Empire. In the event that no communication takes place and a formal response is not received, the Emperor and Autocrat may:

    • Release the State from the Empire by dissolving the Treaty of Annexation and providing 14 days notice or as per the Treaty Articles.

    • Contact other State constituents and provide the option for their Annexation and moving of the State Capital. By Ordinary Imperial Decree this person would be made interim State Senator until the election.

    • Choose to hold another Election in that State, allowing the victor to serve the remaining mandate until the election.

    • Can by Ordinary Imperial Decree remove the State Member of Senate from Office and appoint an interim State Senator until the next election.

*Inactive is defined as; the State Member of Senate missing 3 Senate Meeting Sessions; or no contact from the State Member of Senate or the State itself in 3 months.

Federalization

  • The Empire of Lehmark’s Annexation Policy will be expanded to provide the ability for existing micronations to become a Federal State of Lehmark. A Federal State, will be of a unique position, these States will not be a formally integrated part of Lehmark and will be entitled to autonomy, with the Imperial Government retaining power to override the Federal State Government. Federal States will be more described as an associated state. Due to the unique relationship this will establish, a Federal State, will not breach the Constitution of Lehmark by having a legislature.

  • Federal States differ from a regular State in that:

    • They’re former independent micronations

    • Their former Head of State will be permitted to keep their title. Unless that title is ranked higher than King or is of a republican nature.

    • Federal State’s permitted to keep their legislatures and government departments and agencies, with Lehmark assuming power over finances, foreign affairs and defence.

        • To secure Lehmark’s position in a Federal State, the Emperor and Autocrat:

          • Has Absolute Veto over all laws in the Federal State.

          • Any passed legislation requires the Federal State’s Head of Government signature and the assent of the Emperor and Autocrat of Lehmark to become law.

Annexation Process

  1. Citizens of Lehmark may Apply via the Citizen Annexation Request Form (or the like).

  2. The Department of Foreign Affairs will review the Application and forward to the Emperor and Autocrat for final review.

  3. Upon Imperial Approval, the Citizen will be presented with a Treaty of Annexation to review. Pending no amendments the Citizen will sign and return. The Emperor will sign as well and return to the Department.

  4. The Emperor will prepare, sign and publish relevant Imperial Decree(s) to Ratify the Treaty. Thereby completing the Annexation Process. The Emperor may choose to Grant Citizens the Privilege of Ennoblement as reward.
