Department of Health

The Department of Health came into existence via a Constitutional Amendment on 24 July 2021 and is the newest of the Government Departments. The primary purpose of the Department of Health is to enable the Citizens of Lehmark to access healthcare through the National Health Insurance Company.

Management of COVID19 and COVID19 Restrictions will be managed and controlled by the Department of Health and as such updates to policy and restrictions will be made available on this page.

In Lehmark, healthcare is paid for by the National Health Insurance Company, think of it like Medicare in Australia, and will pay for the Citizens of Lehmark to access services provided by Lehmarkian Health Practitioners. The National Health Insurance Company is managed by the Department of Health, and funding will be provided by the 2021- 2022 Imperial Budget, the Department of Health will be entitled to the annual 'NHIC Levy', which is 250f from every Citizen of Lehmark.

As this Department was created after the publishing of the Memorandum on National Development, the Department has no Development Plan currently.

COVID19 Management and Restrictions

The Department of Health advises:

  • All eligible Citizens of Lehmark to seek vaccination from their macronation

  • To wear a mask whenever you leave the house

  • Current lockdowns are in place

  • All Citizens returning to Lehmark from overseas must quarantine at home for 14 days.

  • All Citizens who have ANY cold or flu like symptoms, must quarantine for 14 days.

National Health Insurance

Citizens are all eligible to access the Lehmarkian Healthcare System which is comprised of every Lehmarkian Healthcare Provider, and the services provided by Lehmarkian Healthcare Providers as part of the Lehmarkian Healthcare System are fully paid for by the National Health Insurance (NHI) and managed by the National Health Insurance Company (NHIC).

The NHI is funded almost entirely by the Imperial Government, however annually the NHIC has authority to levy 250f annually from all Citizen Bank Accounts so part of the NHI can be funded by the people as their contribution towards services provided. Citizens with a Bank Balance of '0' will not be levied, debts will not be created via this Authority.

It should be noted only eligible accounts will be paid, which is defined as:

  • Surgeries performed by an approved Lehmarkian Healthcare Provider; can be national hospitals or macronational.

  • Procedures performed by an approved Lehmarkian Healthcare Provider; can be national hospitals or macronational.

  • GP Consultations attended at the offices of an approved Lehmarkian Healthcare Provider; offices can be macronational.

  • Specialist Consultations attended at the offices of an approved Lehmarkian Healthcare Provider; offices can be macronational.

  • All Dental Work and Consultations, by an approved Lehmarkian Healthcare Provider; can be national offices/hospitals or macronational.

  • Any and all other scientifically backed forms of healing undertaken, by an approved Lehmarkian Healthcare Provider; can be national offices/hospitals or macronational.

  • Any and all Prescriptions, prescribed by an approved Lehmarkian Healthcare Provider.

Imperial Decree LXXIII - On Department of Health unfortunately blocks the Department of Health from investing into the construction or maintenance of any healthcare facilities of any nature. This statutory block was done so due to Lehmark's micronational nature, as a micronation Lehmark doesn't have the resources to invest in health facilities. Therefore the NHI strives to provide very lenient policy to enable reimbursement for medical costs, however medical costs will only be paid in Imperial Florin, and there is a limit to which the NHI can pay, due to the limited number of Imperial Florins in existence, therefore the NHI can only pay up to 1,000f per Citizen annually for medical costs invoiced by an approved Lehmarkian Healthcare Provider.

Sex Work Regulation and Policy

Sex Work Policy is Governed by Imperial Decree LXII - On Euthanasia, Substances, Gambling, Sex Work and Abortion

Sex workers

The Imperial Government of Lehmark fully recognises the rights of sex workers to practice their chosen profession and ensure their natural and with full protection under the law.

Persons charged and convicted of intimidating, harassing, threatening or assaulting a sex worker will be severely punished according to statutes in the Lehmark Criminal code.

The Government would advise those who assault sex workers be punished severely.

Specific Regulations:

  1. Sex trafficking of all description of such is forbidden and will be severely punished.

  2. Sex workers may enter a partner agreement, with up to 3 colleagues, for business purposes. The premises may be registered as an “Adult Recreation Salon”.

  3. Registered Sex Work Partnerships are limited to 1 per State.

    1. With State’s holding a referendum to approve the Partnership and subsequent business development.

  4. Sex work activities involving non-citizens are not permitted within the Empire.

Drug Regulation and Policy

Drug Policy is Governed by Imperial Decree LXII - On Euthanasia, Substances, Gambling, Sex Work and Abortion

Substances

Citizens below the age of 18 are not permitted to consume, grow/produce, purchase or sell any of the below listed substances. Doing so is a Summary Offense.

The Imperial Government of Lehmark recognizes:

  1. Cannabis will be treated as a commodity good, with the purpose of production, growth, sale and consumption:

    1. This product can be consumed publicly at a Cannabis Specific Outlet.

    2. Citizens of Lehmark are permitted to privately grow 5 cannabis plants at their residence and consume cannabis products in their residence. Citizens are also permitted to privately sell their “home grown” cannabis products, sales cannot exceed the equivalent of $200AUD per week (in either currency) or it will be classified as a Company and thus require to register as a Lehmark Citizen Registered Company.

    3. Cannabis Specific Outlets are permitted:

      1. To grow up to 20 plants on premise for the purpose of sale and consumption.

      2. Are permitted to purchase from a Cannabis Specific Wholesaler additional cannabis stock.

      3. Can trade all forms of cannabis products, this also includes the plants.

      4. Can trade all related paraphernalia and accessories.

      5. Are required to keep all receipt of sales for auditing purposes for a minimum of 5 years.

    4. Cannabis Specific Wholesaler:

      1. Are permitted to grow up to 100 plants on premise, with the express and only purpose of sale. Department of Treasury may issue Permits (with cost) for additional plant capacity.

      2. Are permitted to establish a Cannabis Specific Outlet on their premise.

      3. Are permitted to import all cannabis plants’, related paraphernalia and other associated products.

      4. Are required to keep all receipt of sales for auditing purposes for a minimum of 5 years.

  2. Psychedelics

    1. Certain psychedelic substance consumption and production will be permitted, albeit limited.

      1. Lysergic acid diethylamide (LSD) consumption and sale is permitted.

        1. Production is not permitted, doing so is a Summary Offence.

      2. Psilocin found in psilocybin mushrooms and other psychedelic fungi is permitted, for consumption, growth and sale of.

      3. Mescaline consumption and sale is permitted.

        1. Production is not permitted, doing is a Summary Offence.

    2. Psychedelics not listed above are not permitted for consumption, growth or sale.

    3. Those selling the above psychedelic substances are required to keep all receipt of sales for auditing purposes for a minimum of 5 years.

  3. Cocaine

    1. The consumption, and sale of cocaine is permitted.

    2. The cultivation, growth and production of cocaine is not permitted. Doing so is a summary offence.

    3. Those selling cocaine are required to keep all receipt of sales for auditing purposes for a minimum of 5 years.

  4. Alcohol

    1. The consumption, production and sale of alcohol is permitted.

    2. Alcohol content limits:

      1. 0% - 15% for beer

      2. 0% - 25% for wine

      3. 0% - 80% for spirits

      4. Between 0% - 35% for other alcohols.

  5. Cigarettes

    1. The consumption, importation, production and sale of all cigarette is not permitted, this is not limited to other tobacco products.

  6. Other substances of addiction or mind altering nature:

    1. Importation, production, sale of substances other than those legally prescribed by a medical professional for the purpose of assisting, treating or aiding in an illness, are not permitted:

      1. Regardless of Decree Citizens of Lehmark may choose to break this law, therefore no jailtime will be issued to a Citizen who breaks this law. Citizens will be issue a fine of no more than 50f per offence.

    2. All other substances other than those legally prescribed by a medical professional for the purpose of assisting, treating or aiding in an illness, while not permitted, can be illegally consumed by Citizens of Lehmark regardless of Decree and therefore they are fully decriminalized. No punishment will be issued to someone who is found consuming or in possession of a non-permitted substance.
